Латиноамериканский Исторический Альманах

Чили является одним из наиболее развитых государств в западном полушарии. Страна обладает высоким экономическим потенциалом и сравнительно стабильной политической системой. Избрание нового президента повлияет не только на внутриполитическую ситуацию, но и на взаимоотношение Сантьяго с основными глобальными акторами, в первую очередь, с Соединенными Штатами. После окончания Холодной войны Вашингтон использовал свои стратегические ресурсы в Евразии, что образовало вакуум лидерства в Латинской Америке. Позиции США в регионе были ослаблены в президентство Д. Трампа. Последний не только не предложил альтернативного варианта межрегионального сотрудничества, но использовал ультимативную риторику в отношении латиноамериканских государств. Обновление отношений со странами региона – одна из основных задач администрации Байдена. Сотрудничества с Чили может оптимизировать возможности Белого дома не только в восстановлении регионального влияния, но и в контексте соперничества великих держав. Развитая экономика и сильные государственные институты могут позволить Сантьяго сдерживать влияние Китая в регионе. Новый «левый поворот» усилит американо-китайское соперничество в Латинской Америке и вынудит Соединенные Штаты расширить внешнеполитический инструментарий. Партнерство возможно в нескольких сферах: экономической, стратегической и культурной. Последние два пункта наиболее реализуемы, так как президенты обладают рядом привилегий и полномочий, позволяющих упростить реализацию проектов в этих областях с минимальным участием законодательной власти. Тем не менее, внешнеполитический контекст, охарактеризованный конфликтом на Украине, а также экономической нестабильностью не позволяет Вашингтону выработать долгосрочную и эффективную стратегию как на общем латиноамериканском направлении, так и в отношении Чили.
